National Planning Commission Recruitment

The National Planning Commission and the European Union Delegation to the Federal Republic of Nigeria seek to recruit suitable candidates to fill the vacant positions of project officers for the implementation of the European Development Fund Programmes in Nigeria.

We are currently recruiting to fill the below job positions:
Job Title: Project Officer, Water Supply and Sanitation Sector Reform Programmes
Job Description:
  • To support the office of the NAO and the implementing agencies in the management and administration of the projects and to ensure that under the decentralized management component, contracts are awarded and implemented in accordance with the procedures and standard documents laid down & published by the European Union for the implementation of external operations in force at the time of the launch of each procedure.
  • The project officer will assist the implementing agency in the preparation and implementation of Programme Estimates (PEs) in compliance with the rules and procedures set out in the prevailing practical guide to programme estimates, among others,
Qualification, Skills and Professional Experiences
  • A minimum of Bachelors Degree or Higher National diploma in Engineering, Water Resources Economics, Development Economics, Environmental Sciences or other social sciences, public or business administration or related field:
  • Experience in programme planning and management, especially in familiarity with the Project Cycle Management and the Logical Framework Approach;
  • Strong analytical and problem solving skills and attention to detail;
  • Computer literate, with sound working knowledge of the full range Microsoft Office programmes
  • Excellent report writing skills and communication skills
  • At least 5 years of relevant professional experience working on international, donor-funded development programmes; and
  • Prior experience of working on water and sanitation interventions desirable
Job Title: Project Officer - Support to Immunization Governance in Nigeria and Maternal newborn and Child Health in Northern Nigeria
Job Description
  • To support the office of the NAO and the implementing agencies in the management and administration of the projects and to ensure that under the decentralized management component, contracts are awarded and implemented in accordance with the procedures and standard documents laid down & published by the European Union for the implementation of external operations in force at the time of the bunch of each procedure.
  • The project officer will assist the implementing agency in the preparation and implementation of Programme Estimates (PB) in compliance with the rules and procedures set out in the prevailing practical guide to programme estimates, among others.
Qualification, Skills and Professional Experiences
  • A minimum of Bachelors Degree in social sciences, health economics, development economics, public or business administration or related field
  • Experience in programme planning and management, especially familiarity with the Project Cycle Management and the Logical Framework Approach
  • Strong analytical and problem solving skills arid attention to detail
  • Computer literate, with sound working knowledge of the full range Microsoft Office programmes
  • Excellent report writing and communication skills
  • At least 5 years of relevant professional experience working on international, donor- funded development programmes
  • Specific experience and demonstrable knowledge of EDF programmes and procedures desirable; and
  • Prior experience of working on health related interventions desirable
Job Title: Senior Project Officer (SPO), NAO Support Programme
Job Description
  • To support the Department of International Cooperation of the Commission in the programming and monitoring of European Development Fund (EDF) resources and other relevant policy matters pertaining to EU assistance.
  • The SPO will work with the Head of Operations in the programming of 11th EDF National Indicative Programme, and preparation of the Joint Annual Operational Reviews of the Nigeria-EU Cooperation.
  • He will coordinate the Nigeria-EU Political Dialogue on cooperation matters and monitor activities implemented under the EDF Technical Cooperation Facility, European Investment Bank and the African Caribbean and Pacific-European Union Council.
Qualification, Skills and Professional Experience
  • An Advanced (at least Masters) Degree in Development Economics, Public or Business Administration or related field
  • Experience in programme planning and management, especially in depth knowledge of Project Cycle Management and the Logical Framework Approach
  • Experience in the EDF project contractual and payment procedures, and administration of programme estimates
  • Strong analytical and problem solving skills and attention to detail;
  • Computer literate, with sound working knowledge of the full range Microsoft Office programmes
  • Excellent report writing and communication skills
  • At least 7 years of relevant professional experience working on EDF Programmes and other international/donor-funded development programmes;
  • Demonstrable experience of managing complex project portfolios and monitoring outputs, outcomes and impact;
  • Experience in the implementation of institutional programmes, in particular the NAO Support Programmes, in a developing country is desirable;
  • Specific experience and demonstrable knowledge of other EDF programmes and procedures desirable; and
  • Previous experience in a supervisory position highly desirable
Job Title: Project Officer, Anti- Corruption and Organized Crimes and Drugs Programme
Job Description
  • To support the office of the NAO ond the implementing agencies in the management and administration of the projects and to ensure that under the contribution agreements for the programme, the implementing partner deliver the programme as and when due,
  • The project officer will participate in the governance structures of each programme (i.e. the Sector Policy Review and Project Management Committees and the Project Steering Committee).
  • The project officer will serve as the Contact Point for the programmes within NPC and work closely with the Officer at the EU Delegation and the Project Support Unit responsible for overseeing these programmes, including pro-active participation in monthly NPC-EU technical meetings,
Qualification, Skills and Professional Experiences
  • A Minimum Degree in sociology, law, social sciences or related field;
  • Experience in programme planning and management, especially in familiarity with Project Cycle Management and the Logical Framework Approach:
  • Strong analytical and problem solving skills and attention to detail;
  • Computer literate, with sound working knowledge of the full range Microsoft Office programmes:
  • Excellent report writing and communication skills;
  • At least 5 years of relevant professional experience working on international, donor- funded development programmes;
  • Specific experience and demonstrable knowledge of EDF programmes and procedures desirable; and
  • Prior experience of working on anticorruption and/or anti-drugs interventions desirable
Job Title: Project Officer - 9th European Development Fund (EDF) Micro Project Programme in Nine (9) Niger Delta States
Job Description
  • To support the office of the NAO and effective and efficient implementation and monitoring of the ongoing projects in the Nine (9) Delta States.
  • The Project officer will assist in th closure of the Technical Assistant and community Development components of the programme,
  • Ensure that all progress reports are received on time and are thoroughly reviewed prior to approval/onward transmission to the European Union Delegation.
  • Establish a continuous technical and financial monitoring system that will generate regular, complete progress reports and safeguard internal control.
Qualification, Skills and Professional Experiences
  • A minimum of Bachelors Degree in social sciences, development economics, public or business administration or reloted field;
  • Experience in programme planning and management, especially familiarity with the Project Cycle Management and the Logical Framework Approach;
  • Strong analytical and problem solving skills and attention to detail;
  • Computer literate, with sound working knowledge of the full range Microsoft Office programmes;
  • Excellent report writing skills and communication skills;
  • At least 5 years of relevant professional experience working on international, donor- funded development programmes;
  • Specific experience and demonstrable knowledge of EDF programmes and procedures desirable; and
  • Prior experience of working on micro-projects and/or community development interventions in the Niger Delta desfirable
Job Title: Project Officer - 10th European Development Fund (EDF) Niger Delta Support Programme
Job Description
  • To support the office of the NAO and the implementing agencies in the management and administration of the projects and to ensure that under the decentralized management component, contracts are awarded and implemented in accordance with the procedures and standard documents laid down & published by the European Union for the implementation of external operations in force at the time of the launch of each procedure.
